| Education Experience
Dr. Williams accepted his first assignment in higher education in
1972 at California State University, Long Beach as a Staff Analyst
in the office of Instructional Services. In addition to having responsibility
for a $3 million dollar academic support budget, Dr. Williams assisted
in the planning, development and successful implementation of Computer
Assisted Registration (CAR), resulting in the conversion of the manual
registration process to a computerized registration system.
As Administrative Assistant to the Director for
Public Policy and Administration, Dr. Williams assisted in the development
and implementation
of the graduate program in Public Policy and Administration (1973-74).
He also served as Manager of the Learning Center from 1974-79 before
accepting as assignment as the Coordinator of the Learning Assistance
Center at California State University, Dominguez Hills. In addition
to developing a comprehensive learning assistance program providing
a range of services from academic tutorials to workshops
for CBEST and graduate school entrance exams, Dr. Williams developed
partnerships with various academic and support programs. Program
development activities involved a Mathematics Learning Center (Math
and Science, a Term Paper Clinic (English Department and University
Library), and served as a consultant to Drew Physicians program and
the University of Southern California and Los Angeles Physician Assistants
Programs.
After being named Director of the Learning Assistance Center (1985),
Dr. Williams was invited by the college president to serve as Assistant
to the President and Affirmative Action Officer with responsibility
for the recruitment and hiring of faculty and staff.
In 1993, Dr. Williams was appointed Dean of Counseling Services
at Sacramento City College with administrative responsibility for
a variety of student support services, inclusive of articulation;
career planning; job placement; counseling; disabled student programs/services;
early start program; health services; international students; orientation;
re-entry services; transfer services. He was later named Dean of
the School of Business & Industrial Trades (1996) at Long Beach
City College, and in 1997 as Dean, School of Business and Social
Science.

course designed to provide students with an understanding of the
various career options through classroom discussion and practical
application

“College Level Learning Skills”—development and
improvement of skills, lecture notemaking, study reading, time management
and
exam preparation and related skills designed to enhance retention
among freshmen students. Created distance learning component for
area high schools with college bound students.

Grants/Consultancies
Dr. Williams served as the principal investigator on two Department
of Labor grants totaling $125,000 and a co-investigator on a Talent
Search grant for $750,000. In addition, he has served as a consultant
at Drew Postgraduate Medical School’s Physician Assistants
Program, University of Southern California and Los Angeles Physician
Assistants Program, the United States Department of Justice Community
Law Enforcement project.
Public/Community Service
Dr. Williams was recently appointed as a Commissioner to the Community
Development Advisory Commission (2002-2006), by the Mayor of Long
Beach. He also serves as Vice President, Leadership Long Beach, and
past chair of the Curriculum Committee. He currently serves as a
member of the California State University, Long Beach Advisory Board
for the College of Business Administration.
